Project Brief Description: The Himachal Pradesh State is a predominantly hill State with the total population of 68.56 (6.85 Millions) residing in 55673 sq km area. Currently urban population of the state is 6.89 Lakhs (0.69 Million) (10.04% of the total population) but it is fast increasing. The state currently has 2 Municipal Corporation (Shimla), 31 Municipal Councils and 21 Nagar Panchayats to provide qualitative municipal services in Urban Areas. The amount of MSW produced in the State of Himachal Pradesh is 124,830 tonnes annually, which makes 342 tonnes per day. Himachal Pradesh is a hilly state and towns are very small and scattered. Individual town wise SWM Plants sometimes not financially viable, thus, cluster approach proposed to be adopted which will be financially viable for the PPP Mode. As the urban outgrowths too have been putting on pressure on the towns therefore, mini clusters were also proposed to be formed with the inclusion of peri-urban areas adjoining the towns so that a viable project are established and the problem of waste disposal in the semi-urban areas too is resolved. ULBs are being consulted for forming cluster or mini clusters for management of Solid Waste in the accordance with the SWM Rules, 2016 through SPCB. The Rural Development department and the District Administration are being involved, consulted for formation of these clusters. So far, it has not been practically implemented. There is hardly any technology which is feasible, implemented successfully in the State for the one or the other reason. The DEST HP intends to offer a workable solution to the ULBs, SPCB by extending handholding technical support to develop 8 Pilot Micro Demonstration Solid Waste Management Plan with financial and social sustainability on My Waste My Wealth concept. The cluster, or independent bigger projects have failed and have not succeeded earlier. Developing small facilities with fewer burdens, easy to handle, door to door collection with segregation at source needs to be prioritized and practiced. This will be suitable from geographical point of view as well. The locations which are having importance from tourist, economic, cultural and social aspects will be targeted under the proposal.
